You will need to shutdown services and/or stop running processes. Also, you may need to remove some features and change settings to get it back. Do you have premium with Aero? It uses quite a lot of memory. Also, Windows search used a bit, but in my opinion, if you want the bells and whistles, then get some more memory.
For gaming, I use a script to shutdown the services using the 'net stop ' and I kill off unwanted processes using the kill command. Even if you have 4GB+ of RAM it will generally use about 70%. As long as you are not going into the pagefile too heavily then RAM is probably not your main speed issue.
Easily Flush the Windows Memory. We found an easy way to flush the memory cache without rebooting your computer. But this shortcut will work in Windows Vista.
I have 4GB on my current computer and it is sitting right at 70% used as well. If you want to free up a bit though, the sidebar is a real resource hog, disable that and it will help.
What are the stats on your computer? There might be other issues that could help. Also if you are running one of the mainstream security packages (such as McAfee or Norton) those can really kill a computer.

Programs such as Google Desktop can also really slow you down. Are you seeing a lot of hard drive activity on the system? One other question, how old is this computer? Vista spends the first couple of weeks learning your habits and indexing the machine, so it will run slow. It should speed up over time.
